At-Risk Students in Memphis Will Benefit From New Public Charter Schools

NASHVILLE –  Tennesseans for Student Success (TSS) today released the following statement to thank members of the Memphis-Shelby County School Board for approving two new public charter schools operated by the Urban Dove charter network.

"While existing public schools in Memphis work hard to serve at-risk students, the data shows that many teens face unique barriers that require the long-term, relationship-centered approach that Urban Dove plans to provide," said Lana Skelo, TSS President and CEO. "This charter network has a proven history of transforming the lives of over-aged, under-credited students at its existing schools, and we're excited to see Urban Dove put students in Memphis on the path to success."

Earlier this year, our Quality Charter Review (QCR) conducted an independent analysis of both Urban Dove applications and found they met all state standards for approval. The QCR highlighted the following qualities in recommending approval.

• Community Need: There is a clear demonstration of community need for a high-quality option to re-engage at-risk students based on the data and a lack of current options.
• Student Support: The school will partner with local community organizations to provide comprehensive wraparound supports In mental health, wellness, family engagement, mentoring, and career readiness.

Both Urban Dove schools are planning to open as early as the fall of 2027, serving high-school-aged or older students. These students will be placed in one of three leagues rather than traditional grade levels.
